During President Trump's initial term, a former USAID official has come forward with allegations of mismanagement and ideological conflicts within the agency. Mark Moyar, who served at USAID from 2018 to 2019, claims that some staff members actively resisted the President's policies and diverted taxpayer funds towards DEI and LGBT initiatives.
Moyar asserts that many staffers had ties to the Obama administration and opposed Trump's agenda. He recounts an incident where officials discussed concealing aid to Syria from the White House. He also alleges that his security clearance was suspended and he was effectively terminated after reporting waste, fraud, and abuse within the agency, including a "slush fund" discovered in 2019 and conflicts of interest involving employees benefiting private businesses.

Moyar claims his reporting of an office director's conflict of interest resulted in retaliation, while the director was relocated to another federal agency. Moyar's lawsuit against the government for alleged fraudulent accusations regarding classified information remains ongoing.

With the recent shutdown of USAID by the Trump administration and the Department of Government Efficiency (DOGE), Moyar believes investigations into the agency's spending will reveal substantial waste, particularly on DEI and LGBT initiatives. He criticizes the promotion of these ideologies abroad, arguing they harm U.S. relations with other nations. Moyar anticipates further revelations of misuse of funds in the coming weeks and months.
