The bill specifically targets foreign governments that refuse to repatriate their citizens who have illegally entered the U.S. These governments could face denial of access to the U.S. financial system. Furthermore, the act seeks to sanction individuals and organizations, including human smuggling networks and their supporting financial institutions, that knowingly contribute to unlawful immigration.

The proposed legislation also grants President Trump the power to utilize the International Emergency Economic Powers Act (IEEPA). This would allow him to freeze assets and restrict transactions linked to sanctioned individuals and entities. To ensure transparency and accountability, the bill mandates a presidential report to Congress detailing actions taken under the new authority.
