Cotton's concerns stem from reports of internal discussions among DOD personnel regarding strategies to resist or circumvent Trump's proposed military and civil service reforms.

In a letter addressed to Defense Secretary Lloyd Austin, Cotton labeled these actions as partisan obstructionism, arguing that they undermine civilian control of the military and the constitutional structure of government. He specifically referenced reports suggesting that Pentagon officials have been strategizing how to respond if Trump orders the military to carry out domestic actions or initiates significant staff dismissals.

Cotton's letter directly challenges Secretary Austin and other department officials for allegedly spreading false narratives about Trump's intentions to arbitrarily dismiss military leaders. He also took issue with a post-election message from the department emphasizing the military's commitment to following "lawful orders" from Trump, interpreting this as an insinuation that Trump might issue unlawful directives.

Trump, during his campaign, pledged to overhaul the federal government, including potential staffing changes and restructuring. He has appointed Vivek Ramaswamy and Elon Musk to lead a proposed Department of Government Efficiency (DOGE), focused on reducing government size, cutting expenditures, and enhancing efficiency.
