Government Funding of 'Radical Gender Ideology' Initiatives Under Scrutiny

Created: JANUARY 27, 2025

A recent report highlights over $174 million in federal grants and contracts allocated under the Biden administration to projects promoting what some consider "radical gender ideology." These initiatives range from studying menstrual cycles in transgender men to supporting LGBTQI+ communities in the Western Balkans.

The American Principles Project (APP), a conservative non-profit, launched the "Funding Insanity" database detailing these expenditures. The APP argues that taxpayer money should be directed towards national defense, infrastructure, and natural resources, not what they deem a radical gender agenda.

One example cited is a $1.9 million USAID grant to the American Bar Association aimed at protecting LGBTQI+ individuals in the Western Balkans by bolstering human rights and democracy. Another is a $600,000 Department of Agriculture grant to Southern University A&M for research on menstrual cycles, including in transgender men and nonbinary individuals.

This funding coincides with the ongoing restructuring of USAID under the Department of Government Efficiency, led by Elon Musk. The APP hopes this information will assist in redirecting government spending.

Further examples include a $229,637 Department of Agriculture contract for "Brazil Forest and gender consultant services" and a State Department grant for a Gujarati translation of "The Vagina Monologues" in India. Another grant supported gender-diverse individuals in Bangladesh, while a smaller grant funded English lessons for transgender makeup entrepreneurs in Nepal.

The APP believes this marks the end of such spending, citing President Trump's mandate to "drain the swamp." Musk and his team are currently auditing federal agencies, particularly USAID, to identify potential overspending and corruption.

Secretary of State Marco Rubio, now acting director of USAID, aims to align the agency with Trump's "America First" policies. This restructuring has drawn criticism from Democratic lawmakers, who accuse the administration of corruption and cronyism. White House Press Secretary Karoline Leavitt countered, arguing that these actions fulfill a mandate to improve government efficiency and accountability to taxpayers.
