This positive development follows a period of recruiting challenges for the military. In 2023, the U.S. military fell short of its recruiting targets by a substantial margin. In response, the Army implemented a series of strategic changes in October 2023 aimed at revitalizing its recruitment efforts. These changes included broadening the scope of recruitment to encompass a wider segment of the labor market, establishing a specialized talent acquisition team, increasing the presence of medical professionals at Military Entrance Processing Stations to enhance efficiency, and incorporating innovative technologies to reach a broader audience and identify potential recruits.

A key component of the Army's revised strategy was the expansion of the Future Soldier Preparatory Course. This program assists prospective recruits in overcoming academic and physical fitness obstacles to military service, aiming to increase the pool of eligible candidates without compromising standards.

Despite these positive developments, the Army also announced a force reduction of 24,000 personnel in 2024. This restructuring was intended to optimize the Army's structure for future conflicts and primarily affected unfilled positions.
